Understanding Tax Complexity for Blue-Collar Workers and Strategies for Improved Tax Literacy

Taxes are a crucial source of government revenue (Wiquar, 2022), but the intricacies of the tax system can be challenging for many individuals to navigate. This is particularly true for blue-collar workers, who may face unique obstacles in understanding and complying with their tax obligations. This document explores the reasons behind this difficulty and proposes strategies to enhance tax literacy among this demographic.

Factors Contributing to Tax Comprehension Difficulties Among Blue-Collar Workers

Several factors contribute to the difficulties blue-collar workers face in understanding the tax system. These include:

  • Educational Background: Blue-collar workers may have varying levels of formal education, and some may lack the financial literacy skills necessary to comprehend complex tax laws and regulations (Lazonick, 2021). This can make it difficult for them to understand tax forms, calculate their tax liability, and identify eligible deductions and credits.

  • Income Levels and Stability: Blue-collar occupations often involve hourly wages or piece-rate pay, which can lead to fluctuating income levels. This income variability can make it challenging for workers to accurately estimate their annual income and adjust their tax withholdings accordingly. Furthermore, lower-income individuals may find the tax system more burdensome, as a larger proportion of their income is subject to taxation (Chin, 2014).

  • Complexity of Tax Laws: Tax laws are notoriously complex and subject to frequent changes. This complexity can be overwhelming for individuals who do not have a background in accounting or finance (Jusoh, 2021). Blue-collar workers may struggle to keep up with the latest tax law changes and understand how these changes affect their tax obligations.

  • Limited Access to Resources: Blue-collar workers may have limited access to resources that can help them understand the tax system. They may not be able to afford professional tax preparation services or have the time to research tax laws and regulations on their own. Additionally, they may not be aware of free tax assistance programs available in their communities.

  • Language Barriers: For blue-collar workers who are not native English speakers, language barriers can further complicate their understanding of the tax system. Tax forms and instructions are often written in complex legal language, which can be difficult for non-native speakers to comprehend.

Strategies for Improving Tax Literacy Among Blue-Collar Workers

To address the challenges blue-collar workers face in understanding the tax system, a multi-faceted approach is needed. This approach should include:

  • Simplifying Tax Forms and Instructions: Tax forms and instructions should be written in plain language that is easy for everyone to understand. Technical jargon and legal terms should be avoided, and the language should be tailored to individuals with varying levels of education and financial literacy.

  • Providing Free Tax Assistance: Free tax assistance programs, such as the Volunteer Income Tax Assistance (VITA) program, should be expanded and made more accessible to blue-collar workers. These programs provide free tax preparation services to low- and moderate-income individuals, helping them to accurately file their taxes and claim eligible credits and deductions.

  • Offering Financial Literacy Education: Financial literacy education programs should be offered to blue-collar workers to help them develop the skills they need to manage their finances and understand the tax system. These programs should cover topics such as budgeting, saving, investing, and tax planning.

  • Utilizing Technology: Technology can be used to make the tax system more accessible and user-friendly for blue-collar workers. Online tax preparation software and mobile apps can guide taxpayers through the filing process and provide them with personalized tax advice.

  • Targeted Outreach and Education: Tax authorities should conduct targeted outreach and education campaigns to reach blue-collar workers and provide them with information about their tax obligations. These campaigns should use culturally sensitive materials and be delivered through trusted community organizations and employers.

  • Collaboration with Employers: Employers can play a significant role in improving tax literacy among their blue-collar employees. Employers can provide tax information and resources to their employees, offer on-site tax preparation services, and encourage employees to participate in financial literacy programs.

The Role of Government Initiatives and Financial Knowledge

Government initiatives play a vital role in strengthening tax awareness and increasing compliance (Wiquar, 2022). These initiatives can include simplifying tax laws, providing educational resources, and offering assistance programs. Financial knowledge, often gained through structured education, is also crucial in helping individuals understand their tax obligations and make informed financial decisions (Wiquar, 2022).

Tax Literacy as a Component of Financial Literacy

Tax literacy is an essential component of overall financial literacy. Financial literacy encompasses the ability to understand and effectively use various financial skills, including personal financial management, budgeting, and investing (Wiquar, 2022). Tax literacy specifically focuses on understanding tax laws, regulations, and procedures, enabling individuals to comply with their tax obligations and make informed decisions related to taxation (Tantriangela, 2023).

The Importance of Tax Literacy in Tax Compliance

Tax literacy is believed to increase compliance with tax laws (Tantriangela, 2023). When individuals understand their tax obligations and the consequences of non-compliance, they are more likely to file their taxes accurately and on time. Tax literacy also empowers individuals to take advantage of available tax benefits, such as deductions and credits, which can reduce their overall tax liability.

Tax Literacy and Government Initiatives in Delhi NCR

A study by Ms. Refia Wiquar, Ms. Shabana Wiquar, and Prof. Tahseen Burney examined tax literacy and the role of financial knowledge among government initiatives and individual investors in Delhi NCR (Wiquar, 2022). The study aimed to understand financial knowledge in the context of tax literacy and highlight the measures adopted by the government to enhance tax literacy. The study also provided steps that should be taken for further development in tax education (Wiquar, 2022).

Tax Literacy in OECD Countries and Turkey

A study by Gne etin Gerger, Feride Bakar Tregn, and Adnan Gerek highlighted the importance of tax literacy and examined arrangements and projects related to tax literacy in OECD countries, the United States, and Turkey (Gerger, 2019). The study concluded that the level of tax literacy in Turkey was not very good and made suggestions about activities that could be carried out to improve tax literacy (Gerger, 2019).

The Self-Assessment System and Tax Literacy

The self-assessment system, used by many countries, places a greater emphasis on taxpayer responsibility and requires individuals to accurately calculate and file their own taxes (Tantriangela, 2023). In this system, tax literacy becomes even more critical, as individuals need to have a strong understanding of tax laws and regulations to comply with their obligations.

Dimensions of Tax Literacy

Jessy Tantriangela and Milla Sepliana Setyowati sharpened three dimensions of tax literacy (Tantriangela, 2023). First, it relates to taxpayers' general, procedural, and legal knowledge. Second, it involves taxpayers' personal values, including their interest in reading about taxation. Third, it encompasses social values, such as the service provided by tax authorities and the ease of tax administration (Tantriangela, 2023).

Tax Literacy and the Digital Economy

E. Aleksandrova presented an overview of the concept of tax literacy as a main element of financial culture and a necessary prerequisite for the formation of a culture in society and for each individual (Aleksandrova, 2021). The study showed the expansion of the field of knowledge and skills that form tax literacy in the population in the era of the digital economy (Aleksandrova, 2021).

Tax Incentives and Tax Literacy for UMKM Compliance

Nurma Risa, Ghahara Diandra Bilqis, and Neneng Lasmita Susanti found that tax literacy has a positive effect on the compliance of UMKM (Micro, Small, and Medium Enterprises) taxpayers, while tax incentives and tax sanctions do not have a significant effect on UMKM compliance (Risa, 2023).

Tax Literacy, Service Quality, and Taxpayer Compliance

Siti Amatul Kharimah Arifin and Sriyono Sriyono aimed to determine the effect of tax literacy, service quality of tax employees, financial attitudes, and understanding of taxation on taxpayer compliance among MSMEs in Sidoarjo Regency (Arifin, 2022). The results indicated that tax literacy has a significant positive effect on taxpayer compliance (Arifin, 2022).

The Effect of Tax Knowledge, Complexity, and Morale on Tax Compliance

Yusri Huzaimi Mat Jusoh, Farah Ahlami Mansor, Siti Noor Azmawaty Abd Razak, and Wan Nurul Basirah Wan Mohamad Noor examined the relationship between tax knowledge, complexity, and morale with compliance behavior among salaried groups in Malaysia (Jusoh, 2021). The data analysis revealed that tax knowledge proved to have significant influences on tax compliance among the salaried group (Jusoh, 2021).

Tax Literacy and Leadership Agility

Jamaluddin Ahmad, Hardianti Hardianti, Firmansya Firmansya, Hariyanti Hamid, and Erfina Erfina aimed to identify and explain tax literacy and leadership agility at the awareness of indigenous peoples in paying taxes (Ahmad, 2020). The results showed that tax literacy has a significant effect, and its influence is strengthened by applying a form of sensitivity, unity, and resource fluidity (Ahmad, 2020).

Tax Literacy and Attitudes in SMEs

Rosalita Rachma Agusti and Aulia Fuad Rahman investigated the extent to which tax literacy, power, and trust strengthen attitudes in Indonesian micro, small, and medium enterprises (Agusti, 2022). The findings indicated that tax literacy is very important in determining tax attitudes (Agusti, 2022).

Scale Analysis in Determining Tax Literacy Level

Funda Karakoyun explained the widespread use of digital tools in education, specifically the Metaverse, in improving the tax literacy level of Dokuz Eyll University İzmir Vocational School students, who will join the accounting practices workforce upon graduation (Karakoyun, 2023).

Tax Literacy in Sabah and Sarawak

Nero Madi, Amrizah Kamaluddin, Tamoi Janggu, Muliati Binti Aba Ibrahim, Aizimah Binti Abu Samah, and Kamaruzaman Jusoff gauged the level of tax literacy among taxpayers in Sabah and Sarawak (Madi, 2010). The study found that taxpayers in Sarawak were more tax-literate compared to their counterparts in Sabah (Madi, 2010). Nonetheless, both states were not eventually prepared for the Self-Assessment System (SAS) (Madi, 2010).

The Effect of Public Finance Education on Tax Literacy

Edoan TEYYARE aimed to determine the effect of public finance education on the tax literacy level of students at Abant İzzet Baysal University (Teyyare, 2018). The analysis found that public finance education contributed to increasing the tax literacy level of the students (Teyyare, 2018).

Conclusion

Tax literacy is a critical skill for all individuals, particularly blue-collar workers who may face unique challenges in understanding the tax system. By simplifying tax laws, providing free tax assistance, offering financial literacy education, utilizing technology, conducting targeted outreach, and collaborating with employers, we can empower blue-collar workers to comply with their tax obligations and make informed financial decisions. Government initiatives and financial knowledge play a crucial role in enhancing tax literacy and promoting a fair and efficient tax system.
